About this tool

See your target for the year, how many UAE nationals you need by 31 December and the contribution for each one not employed, from the resolutions on the UAE Government portal.

Establishments with more than 50 workers

Ministerial Resolution No. 279 of 2022 requires private establishments registered with MOHRE that employ more than 50 workers to raise Emiratisation of skilled jobs by 2% a year, reaching 10% by 2026. For each year the establishment employs at least one UAE national for every 50 skilled workers or part of 50: one for up to 50 skilled workers, two for 51 to 100, three for 101 to 150, and so on (Article 2).

Worked example: 100 skilled workers need two UAE nationals a year. By 31 December 2026, after five yearly steps (2022 to 2026), that is 10 UAE nationals, 10% of skilled jobs.

Contribution for each UAE national not employed

An establishment that misses the target pays a contribution for each UAE national not employed: AED 6,000 a month from January 2023, rising by AED 1,000 each year, due at the start of the following year in one payment (Article 3). That is AED 96,000 for the 2024 target and AED 108,000 for the 2025 target. The UAE Government portal says the increase runs until 2026, so the amount for the 2026 target is shown as "Being verified". If the number of UAE nationals falls, the establishment has two months to restore it. Unpaid contributions can lead to a stop on work permits and, after two years in a row, a move to Category 3.

Establishments with 20 to 49 employees

Ministerial Resolution No. 455 of 2023 covers establishments with 20 to 49 employees in 14 activities: information and communications, finance and insurance, real estate, professional, scientific and technical activities, administrative and support services, education, health care and social work, arts and entertainment, mining and quarrying, manufacturing, construction, wholesale and retail trade, transportation and storage, and accommodation and hospitality. They employ at least one UAE national in 2024 and another in 2025, or pay AED 96,000 (from January 2025) and AED 108,000 (from January 2026), which can be paid in monthly instalments. MOHRE tells targeted establishments through its digital channels.

What is not covered

A half-year target (1% of skilled jobs by 30 June), targets for 2027 and later, and the 2026 target for 20 to 49 employees are not in the resolutions we read, so they are marked "Being verified". Sector rules, such as those for health care, are not covered. Your official target is the one MOHRE shows for your establishment. The English copies on the UAE Government portal are not official translations; the Arabic texts govern. This is general information, not legal advice.
